Why will Intermatic (12 hr) timer switch 885L wound down vs off?

Why will Intermatic (12 hr) timer switch 885L wound down but will not turn off? A weak spring would be my guess. There seems to be resistance just before off with no noticeable reason (to me) and the wound down is heard and seen movement as it continues to run. Have you experienced this resistance that I'm missing? I have tried light oil but the resistance has not changed. Logic IMO would be that the Mechanical Wound down would stop w/o a motor, since it w/n click off.

Grainger has another with a new # 2E052 that I might have to try. This is my memory's backup to turn my air compressor and battery charger off a few times a year (vs trusting no leaks or etc...
