Start position for leaf blower carb

I replaced the fuel line in my homelite leaf blower (3? years old) and now I can't get it to start.

I am curious how the start position of the carb is supposed to work. There is a small red lever that you rotate 1/3 turn counter clockwise, I had assumed that this should rotate the throttle, but it doesn't. On my unit the small red lever is lifting the throttle mechanism, which is nonsensical to me.

If anyone knowledgeable on how it is supposed to work and would be willing to share I would be most appreciative.
