John , have you disconnected one end of the cable and tried to determine if the cable operates smoothly or perhaps both ends as canguy has indicated you may have to reroute the cable or relubricate with a moly spray and let the cable hang overnight to allow penetration. On the downside replacement may be req'd. My chute is crank with cable for deflector , I finally had to replace the cable since it refused to not freeze up half way through a usage even with kleenflow sprayed liberally down the cable sheath lol .
