B&S 18HP engine locked up

I hope that I can explain the problem in enough detail to obtain an answer to this situation.

B&S YBSXS.5012VP 274826 18HP OHV 'Powerbuilt' engine. The engine model# 3 1D777 type# 0233E1 code# 021214ZE

The mower had been stored for 4 years and I was told the engine DID run when the mower was taken out of service. (I doubt that was true.) I have been able to rotate the flywheel about a 1/4 turn and then the governor linkage moves somewhat and the engine freezes at that point. I can rock the engine back and forth that 1/4 turn and I can see some valve movement. What should I be looking for to help with the diagnoses to provide additional info to anyone who may be able to solve this problem? I do not have an enine manual so I don't know if the governor assebly is the cause of this problem. I do hear some internal clicking when I rock the flywheel and the governor link moves. Please advise. Thanks in advance.
