riding lawnmower repair

I have an older Ward's 2000 series riding mower(made by MTD)

& I have replaced both drive belts & cleaned up the variable speed pully. The tractor stops pulling & I have to keep popping the clutch to get it to go again. In order for me to put it in reverse I have to turn the motor off & restart the motor.

Can anyone help me?
