You could post the engine model number, type number, and code number you will find on the engine sheet metal shroud and remove all doubts, but I think you have an Opposed Twin with horizontal crankshaft that was built before date code 91080000.
The horizontal configuration of this engine family built before August of 1991 has 2 crankcase breather tubes and valves.
You need to inspect the breather valve that is showing the active huffing and puffing to see if that valve disc is stuck or broken.
The one that does not seem to be doing anything is likely OK.
Fixable, definitely. But you may have to remove the intake manifold to get to it.
