You probably do not need a full blown "overhaul"......you may just have a bunch of junk blocking most of the main jet.

98% of the time, it isn't necessary to remove the carb or to disassemble the front fuel pump. Service it on the machine and it is much easier. Clean the outside where the cover meets the body before disassembly.

I have a Walbro carburetor on my 18hp briggs. I bought a rebuild kit and removed all accessible items from the carb except for the float valve seat which was a brass press in style. I had read on another forum that one way to get it out was to use a self-taping screw to tread into the sleeve and then use a crow bar to engage the top of the screw and leverage the sleeve out. I happen to have some screws left over from a metal building project and after cutting the drill tip off, I slowly threaded the screw into the sleeve. Got it in about 1/4" before it got pretty tight so decided to try the crowbar. Used about 20 lbs on a three foot bar to pop it out. Worked great. Motor runs like a new one.

Hello; I took a carb apart on an 18 HP last year for a neighbor. I was able to clean it up and adjust it without a kit. I took a series of photos with a small digital camera during the removal and dis-assembly. This helped a lot during re-assembly.
