Governor shaft on Briggs ELS

Hi. I just replaced the sump gasket on my engine. At the bottom of the pan, there is a governor shaft. While the pan was off, this thing turned about 3/4 turn. When I reinstalled, it is only turning a tick, maybe 1/16" to 1/8". There is a clamp that it bolted on this, and goes to the throttle cable. Is this normal or wrong?
I am not a mechanic. before I put oil in this and fire this thing up, I need to know if I did something wrong.
I called Briggs and they do not have techs there. They referred me to a dealer.
