Deere Briggs hard to start, stalls often

I've had this JD L118 riding mower with a Briggs CV400 for 5 years. It has always been very hard to start - even the dealer had trouble when I picked it up new. Cranks for 20 to 30 seconds before finally firing up. Sometimes have to jump it from my car when the battery wears down. When started it runs fine for various amounts of time, from 10 to minutes to an hour, and then surges and stalls. My solution is to disconnect the fuel line from the fuel pump and blow into it, basically pressurizing the gas tank. When gas starts coming out of the line I reconnect to fuel pump the the engine starts right up and runs great for awhile - until it dies again. At first I thought the fuel line in the tank was getting clogged but the tank is clean.

Gas is clean and I regularly add Sea Foam to it. What could be the cause of the hard start and subsequent stalling?
