B&S 42A707 carb question

I have a mower with a Briggs & Stratton 42A707 that stopped running. After the engine stopped running, there were two backfires and the mower wouldn't restart. While trouleshooting the cause, I discovered that the mower would run if I removed the air filter. Then it occured to me that the same thing happened last summer and the carb was rebuilt by a lawn care business. I went ahead and tried a new air filter just to rule that out and sure enough the mower wouldn't start. I tore down the carb and fuel pump, but couldn't find anything wrong to my untrained eyes. What do you think the problem is? Should I rebuild the cab again? Buy a new carb?
