JOhn Deere L 120 issues

Hello I have a JD L 120. When I turn the key a hear a clunk and starter overworking to move.. Last week I took off the cover pulled the plugs and rotated the motor by hand.. Reinstalled plugs and everything worked.. Blew another fuze this week.. same starting issue.. pulled the plugs and can not rotate the motor.. Could the PTO be fried and stopping the motor from rotating??

It isn't terribly uncommon for for the clutch to seize , twist the locator and pull the harness from the rear of the tractor. You just have to get on the underside and have a look.
