BS Twin 2 Fuel Problem

Initial problem was surging at idle. Took the carb apart, removed the idle jet and fixed jet, cleaned everything with carb cleaner, blew out all passages I could find. Had the rebuild kit so replaced the float needle and all gaskets except the base gaskets as I did not separate base from manifold. Replaced all gaskets in FP(4 screw model). Note: The inside of the carb was very clean when I opened it, and the needle seat shiny and smooth. The float does not bubble when submerged in fresh gas. New gas filter in line.

After putting it all back together, it appears the FP is leaking quite a bit. Replaced the clamp at inlet, hose looks fine, no improvement. Also, I suspect it is still surging although have not run it more than a few seconds with leak of course. The vacuum line is not blocked, not split and shows no sign of contamination. The FP body looks ok even under lighted magnification with no cracks noted.

What am I missing?
