troy-bilt super bronco tiller engine problems

the tiller has a 208cc engine. its about a 2008 model. i tried using it yesterday but i couldn't get it to run right unless i left the choke almost fully closed. otherwise with the choke open at full throttle the engine oscillates up and down in speed. i didn't have time to play with it yesterday but this morning i thoroughly cleaned the foam sleeve that goes around the air filter and i blew out the fuel cap vent. it then ran perfectly.since i am tilling inside a high tunnel (ventilated)i had to take a break because it got too hot in there for me. when i went back to it the same symptoms were back. so i filled the tank, recleaned the foam thing, and blew out the fuel cap. but this hasn't helped. any ideas as to what i should do?
