Briggs and stratton PTO oil leak

I have replaced the oil seal on my 28HP B&S engine twice, and still the oil seal starts to leak. I have changed many oil seal of various bents over the years but this eludes me. Can I be putting it upside down? I have installed it with the with the case on the outside. The crank seems to have no scratches on it. HELP
