Yes. I think these have a history of problems with the governor shaft.

thanks very much, I will try to get the manual. I'm a harley tech and we don't have this governor stuff, thank goodness.

This engine was disassembled to replace the case gasket, the governor worked fine before hand. Is there a procedure that I missed?

I don't know, did you make sure the governor was in place, didn't fall off its' shaft when you were reassembling the engine?
