Push mower Engine fuel vacuum problem

I have a self propelled/push John Deere lawn mower with a Briggs and Stratton engine. I think it's a 6.75 hp engine. Mower is about 8 years old, but hardly used. I put in a new spark plug, gas tank, and new gas. Air filter is fine. I've been moving a lot and haven't had the opportunity to use it in a year. No gas was in the tank, but maybe some was in the carb. It won't run except for it'll burn the prime gas if I push the bulb 3 times. I took the intake off and figured out if I switch quickly between covering the intake and then letting air in, then it'll sort of stay running. It's kind of like patting the gas on a car type action, but I'm "patting" the air from coming in. It seems I'm triggering suction to get gas to the carb.

I'm guessing some vacuum is stopped up by getting glazed from sitting??? What do I do?

Any advice appreciated.
