You have a 9 AMP charge system, so IF it's working, that should be adequate.
Probably the easiest quick test is-
With the engine at low speed, turn on the headlights.
When you speed up the engine, do they get a bit brighter?
With the volt meter across the battery, take a "static" reading. It should be 12+ VDC.
Start engine. At high speed, the DC Voltage should increase to 14ish.

If you look at the schematic in the Owners Manual, you'll see a test point to check the stator output. Min 28 VAC, with the Voltage Regulator disconnected @ high engine speed.
Assuming it's not charging, you can at least tell if the stator is good.

Bill I did the testing as you described. The AC output from the stator was close but the DC output from the regulator was only about half of the value.

I have replaced the regulator and will give it a try again.
