Mulch Plug for New Lawn Tractor

Hi, I just took delivery of a new 2010 Toro LX468 lawn tractor. The dealer installed a mulch plug as part of the deal. I was shocked to find it doesn't even bolt to the deck! One side is secured with rubber retaining strap and the other side is secured to the deck with a plastic tab. That's it - no hardware!

So the plug doesn't fit very tight against the deck. I can mow 5 minutes while grass blows of the gap around the cover all over my legs. Then after 5 minutes, the deck force is so great that the plug blows off the deck entirely and dangles by the retaining strap! A 10-year old could engineer this plug better! Has anybody seen anything like this before, specifically a mulch plug that doesn't even bolt to the deck? Are mulch plugs for most new tractors designed like this nowadays? My old 1995 Toro had a rigid mulch plug that bolted to the deck in 2 places.
