Mower leaving un-cut strips

I have a Cub Cadet tawn tractor. It leaves un-cut strips when mowing the lawn. Neighbor has the same problem. Have a 42" cut and overlap rows so missing that area is not the problem. Think I remember reading this topic a couple of years ago but don't remember the answer. I'm thinking it could be dull blades or cutting the lawn when it is too wet or too long.
