Warner clutches are 2.4 to 2.9 OHMs.
I'd expect Ogura to be similar.

Too wide of an air gap could cause it to require more current, but I'm not sure about 15 AMPs worth.

I ohmed it out at 2.8 Ohms, but decided to just change it anyway. Turned out the top bearing (bearing closest to the motor), was shot.
