15HP Intek Won't Fire

Hi,
I have a 15HP Intek (Model# 284H07) on a Snapper RER. It recently developed a hard starting issue and will not fire. I tried doing several valve adjustments, but it didn't help. As far as I know, it's getting fuel, has a fat, blue spark, and has decent compression.

I heard that if the crankshaft key had been sheared the flywheel would be out of alignment, but that is fine as well. I even tried pouring a little bit of fuel into the cylinder to see if it would fire, but I had no luck. I removed the rocker cover and it seems like the valves are moving at the right times. The fuel solenoid is working too. I checked all my fuses and safety switches, but nothing was wrong. Any help on this issue would be appreciated.

Is the choke linkage/cable closing (and opening) the choke butterfly "properly"?

Yeah, it is working correctly. Before the hard starting began, the throttle spring had popped and the mower was running very high. I replaced that and now it has developed the hard starting issue, and won't start.
