12hp Briggs not moving flywheel

I have a 280707 12hp on an old tractor. i noticed that there was gas in my oil and I changed immediately. Shortly there after upon starting troubles I noticed fuel coming out of exhaust. Now the starter engages and the flywhell barley budges. Eliminate stareter problems those have been eliminated. I can turn by hand but not as freely as I would think. I removed the spark plug and cranked same result. I have removed the piece to look at the piston and when turning by hand both valves are moving freely. I havent a clue as to where to go next. I have not pulled the flywheel as this is belt driven.
