engine issues

hi everyone, i just bought an old craftsman lawn tractor and when i first start it up the trodle keeps going in and out by itself. i don't know how to explain it but you can see the engine trying to keep itself alive. i'm thinking it could the the fuel filter does this sound right? or could there be something more?

Could be the filter, bad gas or a plugged carb jet or passage, air leak, weak plug, magneto............

The governor is just doing what it's supposed to do when the throttle is open, but the engine is slowing down.

Did you mean throttle? Could be fuel filter if it has one but could also be dirty carb, Check fuel cap to make sure air vents aren't clogged, Sounds like it is starving for fuel.

i tried it with the cover open it still was acting funny. what i find odd is it will stop doing it after a few minutes and start working right. almost like it needs to warm up. I've got a new fuel filter on order and going to try to replace the spark plug see if that helps just wanted to make sure i was heading in the correct direction
