here is one idea.

The purpose of the starter relay is to deliver battery voltage to the engine starter. Activation of the starter relay occurs when the key switch is turned to the crank position. Battery voltage is delivered to a smaller connection on the relay. This circuit is not grounded internally, but requires another wire that goes to a ground connection on the frame.

I have encountered many of these in which the ground wire has a tight connection to the frame, but is not making a strong electrical connection. In many cases, this connection is located near the top of the right rear wheel. Simply remove the bolt attaching the wire. Clean the connection and reinstall the bolt.

Posting the sears 917.xxxxxx number or ENGINE brand, model, type/spec allows us to determine which engine you have.
That goes a LONG way in helping to troubleshoot things.

That said, if it's a Briggs OHV engine, adjust the valves using the PROPER procedure..
Valve lash affects the compression release.
