The most likely reason that you had a second gear failure is that the lower steering shaft bushing is worn. When you put the gear on, use some grease so that it comes off when you need it to. For now, you could try some penetrating oil , threading the nut on flush with the shaft and tapping it so the gear releases. If you have wear on the big gear, that should be replaced as well.
