Before you keep shotgunning parts at it, have you done any troubleshooting as soon as it shuts off or doesn't start? Get an inline spark tester and see if it has spark when you crank it over. If so, time to look at a fuel problem. Spray a little carb cleaner into the carb throat and see if it starts. If it does, then you're on the right track.

Actually. in this case I would throw 1 more part at it. The time delay module. It is zip tied on the LH side of the engine, is 20-30$ and worth the cash in lieu of the aggravation. You could verify the choke is closing completely to help those cold starts...

Time delay module is the fix

its not getting fuel. the pump is working and fuel is getting in bowl and when i put a couple drops of fuel down the intake it starts up for a few seconds then dies. so somewhere there is a block not sure where. any suggestions?

fuel delivery prob. pull carb, dis-asm, soak well. clean all passages with stiff thin brass wire (use magnifying glass to detect same, compressed air to blow clean), install new kit/gaskets. Re-asm using new gaskets.
