what do i check on my mower the pull cord only wants to come out so far then it just stops sounds and feels like something is stopping it under shroud. think it may be a piston the drive belt\pulley underneath will try to move but this thing comes to a dead stop. what do i check? thanks

Pull the spark plug and see if it will then turn.
Possible "hydro lock"?
