doesn't seem like the carb adjustment limited screw changes anything. 200 hrs run time from new

Check that the vent hole in the gas cap isn't clogged.

Remember I'm choking out , getting to much gas ( gas cap off check done first time it happened)

"Choking out" really doesn't describe the problem very well.
Flooding out seems more descriptive and accurate to me?

Sounds like the carb needle/seat is leaking allowing the fuel level to get too high in the carb.

Did you by chance do ANYTHING to the fuel line such as changing the fuel filter?
Often, a piece of crud gets dislodges and then ends up at the float valve (needle & seat).

Shop put short block, oil change, fuel filter in about 20 hrs ago, checking a stuck open seat normally will allow gas to leak into engine causing hard starts? Thats not been a issue. So that is my next step , checking internal carb( seat ) unless someone has another idea.

Since this has a fuel pump, you may not have gas running through when OFF. That tends to be more of a problem with gravity flow systems.

You could try running it and pinch off the fuel line with a pliers & rag to see if it starts running better before it runs out of gas.

Much of this depends on which carb you have. If you have a 2 barrel carb, likely the main jets came out of position or maybe the seals at the pickup tube had failed. Think also of a carb that gets moved all around, tipped, rolled whatever when a shortblock is installed. The remnants of the fuel and what ever debris may be in it are floating around inside and could be stuck at the float valve area.

I took the bowl off cleanest bowl I' be seen in any small engine . I'm going to try that pinch off trick I am understanding that thefuel pump is delivering too much fuelso my next thought is checking the engine when it starts to choke and check the choke for positioning itself in the right place under operation I'm also going to check make sure there is no obstruction in the carburetor ventingthis engine ran good after the short block perfectly for 18 hours I don't remember anything that I did differently using good fuel also

Ipinched off the line under choke and for the last two seconds it sounded like it started running good now I have electronic double line going to the bottom of the bowl does that affect the fuel coming in somehow if I unplug it it will actually shut off

    That's the carb fuel solenoid.
When you remove power, a pin blocks the Main Jet in the carb.
It's used to prevent after fire/run on/back fire......or whatever you want to call it.

Does it make a difference if you pinch the line before the fuel pump vs after?

Took the carb off again andcheck that small white tube to see if there's any vent holes clogged I did not know that whole plastic assembly comes off I noticed it loose so I pulled on it gently and it came off. when it came off a little brass valve about a quarter of an inch in size maybe less than that came out of that main shaft plastic shaft just slipped out so I see a little old ring on that valve and noticed it wasn't staying in place so I figured it was worn it was I went to the shop small engine shop to get the part they didn't have it so I brought it back home ,with some Loctite Permatex I put around the area of.the oring on it I reinstalled it with a new Spider gasket at home put it together and its running fine .that little doesn't come in a carb kit but does come with that valve (ordered of course) 8.00 part plus gasket.hope this will help others.
