I have a similar problem that I have yet to fix but one thing I did was check the underside of ur mower. It might need to be cleaned out.

Joey48 - Pls look in the body cavity under your tilting seat and get the full model number off the ID plate/decal. Post that info back here and also tell us whether you have a manual or electrical PTO clutch setup.
