Briggs & Stratton Hard Start, valves won't stay adjusted

I have a Murray riding mower with a Briggs & Stratton 14.5 OHV engine #287707-0225-01. It threw a rod. I replaced the rod & crankshaft due to scoring. After reassembly, the engine will not start. Engine cranks very slow. I've checked the battery, solenoid, starter (all ok) and adjusted valves. Cranks very good when spark plug is out. But, with plug in, barely cranks, no start w/ an occasional backfire. The valves have been checked, readjusted, but it appears the valves are not staying in adjustment. Is there something I'm missing?

The rocker arm studs need a dab of loctite...

As said above, check that rocker arm studs are tight in the head also, you are torquing the center locking screw after adjusting the rocker arm adjusting nut? 60 inch lbs.
