possible clutch issue??????

i have a troy built pony...17.5 horse birgs and 42 inch deck.....i have noticed that when i put it into higher gear on low rev that the clutch/brake lever bounces back and forth but when i rev it it does it slightly....this hasnt happened before and i could drive it in 7th gear low rev before and it would drive fine...also does it in 5th and 6th gear as well....any ideas on what would be causing this issue?

Check the entire length of the drive belt for a missing "chunk" of belt.
Also check that the moveable idler pulley and all its associated mounting hardware is in sound shape. The moveable idler basically IS THE CLUTCH. Anything that is loose or has wear slop in it can cause the belt to flop hard on each power stroke of the engine if the engine is turning slow.
What would you be doing running in a high numerical gear with the engine at low RPM for?
The engine fan does not spin fast enough for adequate cooling at low RPM, but the engine can still make a lot of heat at low RPM if it has much load on it.
