The clutch can be physically jammed in an engaged position, but it can only be engaged electrically if current is applied to the clutch through the PTO switch.

If the clutch is engaged with the wired disconnected then you have a mechanical problem in the clutch..

Yes, it undoubtedly needs a new clutch. Have a peak at the switch itself and look for signs that it had gotten hot. It is also a great time to look at the traction belt and replace as necessary whilst the clutch is off.

cub cadet 2544 doesn't have a traction belt - has direct shaft drive..
OP - when you pull off that PTO clutch, you may be able to access the inner idler brg which is most likely frozen up. If you can replace just that brg, you may be able to save some $$$....Look for a number stamped on the brg flange and use it to match up a replacement at a brg shop..

Clutch was easy to remove but taking it apart is another story. Pulley rotates by hand after doses of WD-40 but not easily. Doesn't appear to be easily taken apart. I think I will wait until I get a new one installed before dealing with the rivets. Thanks for your help and suggestions.

Be sure and read Burnishing Procedure for Electric Clutch on page 5 of that troubleshooting guide before you fire up your 2544 with the new clutch.
