Did you use the proper procedure to adjust the valves?

Also, perhaps you can describe your symptoms a little better.

When you turn the key, do you get nothing? Do you get the engine to crank and then stop. Do you get the engine to crank and crank and crank? Do you get the engine to crank and papump then crank, then papump? So some fire but not enough to start.

A little color on this would help.

Some information that may be common knowledge but has helped me resolve issues with small gas engines and larger tractor engines for years.
All gasoline engines need, fuel, spark, and compression to run correctly.TThese three things have to be at the correct time. I have a small one gallon gas tank that I connect directly to the carburetor with gasoline rubber hose. This assures me that fuel is reaching the carb. Additonally I have found that some fuel pumps on briggs engines need rebuilding if they are the type as used on the two cylinder briggs and statton engine 18 hp. Another tool that I find helpful in diagnosing starting, running issues is an inline spark tester

Yeah, a little more info would help. Camshaft failure is common with this series of engine. I have detailed instructions for adjusting the valves and includes a test which may help tell if the camshaft is the problem.
