Toro Z-Turn won't start

I have a Toro Timecutter Z420 and the engine won't turn over. I jumped the solenoid at first and it turned over (I didn't do it long enough for it to start) so I immediately thought it was the solenoid. I replaced it but still it would not turn over with the key. I jumped the new solenoid and it turned over but would not start. I then found the 30A fuse from the key switch to the solenoid was melted. Yes, the fuse housing was melted a fair amount. A new fuse but still won't crank. Are there any suggestions? Should I jump the switch?

Does it click or anything?

Jump 12V to the SMALL terminal of the solenoid.
If battery, solenoid, starter motor & connections are good, it will crank.
Thus the problem would be the key switch and/or safety switches in between the KS & starter solenoid.

I don't have a schematic, so I don't know the circuit.
Generally, safety switches would be on a brake/clutch & attachment engage switch.

Possibly, with model & serial numbers, one could track down a schematic?
