Toro Z-Turn won't start

I have a Toro Timecutter Z420 and the engine won't turn over. I jumped the solenoid at first and it turned over (I didn't do it long enough for it to start) so I immediately thought it was the solenoid. I replaced it but still it would not turn over with the key. I jumped the new solenoid and it turned over but would not start. I then found the 30A fuse from the key switch to the solenoid was melted. Yes, the fuse housing was melted a fair amount. A new fuse but still won't crank. Are there any suggestions? Should I jump the switch?
