It SHOULD, but most don't. Start soaking it now w/ penetrant from above. It is advisable to replace the sector gear along with the shaft bushing also. You may get by w/o the sector gear if it hadn't been skipping. Normally I do the step bushings in the sector gear. If you need to use a puller, you have to remove the fasteners for the plate the sector gear bolts on to for clearance. If you do the whole works, also grab the pal nut for the motion control rod as that needs to slip off.
