Looks like some kind of webbing, like a caterpillar might use to make part of a leaf into a shelter.

In Florida we get a lot of new pests from the port of Miami from shipment containers, etc. we learn how to deal with new pests a lot. About 2 years ago I bought Bayer Advanced Tree and Shrub (Lowes or HD). It takes about 6 weeks to work down here, but once it gets into the root system, the pest is gone. It's great stuff.

Note that we tried many other sprays and treatments, none worked. We basically thought of 70 plants were dead, but they came back even after losing their leaves.

It looks like you have this tree taped to a stake. That can strangle, even kill a tree. Remove it.
