redbud tree problems?

Our 8 year old redbud tree went through a rough winter here in Ohio. In Spring many branches were dead, and were removed. It seemed to revive, then recently growth appeared from the base of the tree and another branch is dying. Does anyone know what is wrong? Should I remove the branches on the bottom?
