Blackened tips of fruit trees

I have sweet cherry, peach, nectrine, and an almond tree that have blackened tips of branches where the new leaves sprout. The affliction stops any new growth from happening. Any newly emerged leaves that happen to be there when whatever-it-is strikes soon will wilt and die. Dried sap appears at the ends of the blackened tips. I've had some success in spraying with neem oil, but whatever the problem is it keeps coming back. One cherry tree has not responded to the neem oil treatment, but the other trees do respond, at least for a few days. I had what appeared to be the same problem with two pear trees, but the need treatment stopped the problem from happening and it has not occurred again.

These are first year trees with a small amount of compost added with some addition of top soil at planting.

The photo is a little blurry, but you can see the damage fairly well.

Anyone know what this affliction might be and how to treat it?
