Trimming Italian Cypress

Today I trimmed some foliage from the base of some 50 -60 ft tall italian cypress trees, that had grown through a chain link fence bordering them along the property line which has consequently lifted off the ground, leaving free access for the residing tenant's new dog, to roam out and onto the busy city street. In doing so, I was told this foliage around the trunk does not grow back, or if it does, takes many years. Is this true?

The trees were actually planted by my father many years ago, about 2 1/2 - 3 ' within the fence, and while I only cut what had breached through the chain link, much of it had extended upward, and now has exposed a somewhat unsightly brown patch of dry undergrowth.
