How Risky Is This?

I noticed the cottonwood bordering our backyard has what looks like poplar borer. There are areas with holes and sawdust but I haven't seen any sap. It's only at the base of the tree. The treeis about 60-70 feet tall. It's on city property. How risky is it that it'll fall? It was healthy and full of leaves last year but it hasn't leafed out yet this year. I believe it's around twenty years old.

i would need a pic .. to form any kind of opinion ...
