Pterocarya rhoifolia: how "thirsty"?

Hi there,
I got the arguable honor to design a perennial planting under young wingnut trees.
Discussing the project it turned out the site has very special condition. The trees will be planted in a layer of special tree substrate/ soil mix (which is fine in general), about 2 -3 feet thick,
BUT underneath is a filling/ embankment of gravel, about 20 feet deep/thick (it is a spot in the middle of a city).
Now I wonder whether it could be a serious problem that every drop of rainwater will pass through the gravel layer and just disappear.
I think I will find perennials that thrive on the top layer of tree planting medium/ soil mix.
But especially the P. rhoifolia seems to prefer moist soil and not to tolerate drought.
Annual rainfall is about 32 - 34 inches, frost shouldn`t be a problem, summer temperatures are about 77F and more, seldom 89F.
