What's this strange growth on bradford pear tree?

I have an old bradford pear tree that has several areas with strange looking growth that looks nothing like the rest of the tree. It looks like the bottom half of the picture. These areas looked exactly the same throughout winter even while the rest of the tree had no leaves. Is this just normal new growth on a bradford pear or something weird? Does it eventually turn into normal looking bradford pear leaves?

Yeah I guess that's it. I had no idea there were "parasite" plants. Should I be concerned about it spreading to other trees in my yard? The tree has already lost several large branches in storms.. I could use another reason to get rid of it.
