Cassia Leptophylla - small head on a very tall narrow trunk

Hi,

I planted a Cassia Leptophylla last November. It looked like a 8' or 9' tall stick with a couple of thin branches with a few leaves. During the winter it did not grow and the few leaves turned brown, but the trunk looked healthy (as far as I could tell).
It finally started to grow a few weeks ago. But it looks weird. All the growth is on the top. So looks like a 9' stick with a round head of leaves. Picture is attached.
Is that how Cassia grow? Is there anything I can do?

Mulching might help a lot, it often does with other kinds of trees and shrubs - you want it to do well, fill out on its own.
