serpentine weeping birch not leafing out

I have a serpentine weeping birch that I had planted last June in my yard. It grew great all summer and into fall. It is now almost May and I have yet to see any leaf out on the tree. Plenty of visable buds but I believe those form in the fall last year from what I have been reading. A family member of mine has the same tree nearby. It has fully leafed out. Should I hold out hope for mine? The buds when I rub them fall of the tree faily easily (not sure if thats normal) The branches dont break easily when I bend them - still pretty pliable. Any help or advice is appreciated.
