fuji apple tree problems

My gardener planted a tree last year that was doing very well, grew very high, still no apples, but now the leaves are dried out and root is dry, though nearby (few inches from stem) drip system is watering 3 x a week. But when I took a sample to a local gardening store, they said it was getting too much water; that they don't like to be watered more than one every 10 days and by hand, not drip.... Nearby lillies are blooming all over the place. Could they be robbing the water, nutrients? Any thoughts?
