I'd look for replacements ... they are badly pruned and unfixable.

Look for trees that naturally have the sort of growth you want ... usually they will be mentioned as "patio trees"

Or, if zoning permits, remove trees and planting pockets, build an arbor or taller trellis along the fence and let the vines loose on it. They are established and would have no problems filling in quickly

Are those trees worth saving? No.

You don't need trees, actually. You need tallish, narrowish shrubs. Do not plant them too close to the wall, as they will lean outwards as the trees have done.

Look at something like Pittosporum 'Tasman Ruffles', or if deciduous is okay, a smaller growing (10-15') multi-stemmed Crape Myrtle.

Oh man, I'd remove these and replant with Meyer lemons!

IMO the first tree in your px is rather attractive. Would evergreen vines grow on it to give you the coverage you need? I realize it has been rather brutally pruned, but that is done to fruit trees all the time.
