What USDA zone are you in?

Is this a recent planting, or one you've had a few years?

It's my understanding they can put back out after being cut to the ground.

Richard.

Unless the freeze was a severe one, the plant will probably grow a new flush of leaves on the existing branches. The things that Richard brought up can be determining factors, too.

I'd not worry about it. It does sap a great deal of energy from a plant to be forced to grow a second round of foliage, but if they were healthy in the first place, most plants are able to recover nicely.
