Maimed Rowan tree -

This 5yo Rowan tree (Sorbus aucuparia) was pruned exceedingly poorly two years ago and at this point is pretty much down to suckers. Only 1 or 2 branches from any of the original trunks remain, and these have flowered this season.

Wondering if there's any chance for it at this point to survive and/or grow into any kind of semblance of a healthy tree, and if so, what should be done to support and encourage that outcome (ie, remove all suckers? remove all but a couple?)?
