Daybreak

This one has me stumped. Last spring I planted a potted 5 foot 'Daybreak' magnolia. It did very well over the summer, putting on 18 to 24" inches of new growth and setting 4 or 5 flower buds in addition to the leaf buds. It was an average winter with brief lows in the -5 range on 3 or 4 occasions. At present, it still looks completely dormant with plump, firmly attached buds and supple branches but not a sign of bud break except for 2 or three tiny leaves a foot or so above the graft. Additionally, there appears to be no green cambium layer. It has been an unusually late, cold spring with little rain until the last few days. Any ideas?
