Weeping snow fountain cherry not flowering

So in 2012 I planted a weeping snow fountain cherry tree it has full sun and the first two springs it got loads of blooms... This year only a few at the very tips and then leaves. My mother in law has one in her yard also and hers is a couple years older and is only getting leaves. Our winter this year was very very cold.... Coldest one in a really long time. Could that have effected the blooms? Will the trees be okay?

The harsh winter has affected everything- many plants are a month behind in their growth and flowering. All you can do is wait and see.
